Joke Characters?

I think the biggest joke character I can think of is dan. yes he was created as a spoof to mock a diffrent company. With his pink gi and weak gameplay. He now has a spot on the roster of SF4, still the running joke with some fun gameplay. But is it worth losing a serious character spot to another joke character?
